PROBLEM TO BE SOLVED: To improve control responsiveness and to reduce size of an actuator by reducing unbalanced load torque caused by force of a valve spring and exerted on a control shaft. SOLUTION: This device operates an intake valve 12 for opening against force of spring of a valve spring 10 by an oscillation cam 17 which links to a rocker arm by oscillating the rocker arm through a link arm by a driving cam fixed on a driving shaft 13. The device is provided with a bias mechanism which exerts force against one side torque working on a control shaft from the valve spring 10 through the rocker arm and a control cam by pressing a projecting part 41 with force of spring of a valve spring 45 through a plunger 44.
