PROBLEM TO BE SOLVED: To improve the quality of a decoding video by permitting an inverse discrete cosine transform means to receive a conversion coefficient and to convert the conversion coefficient into a conversion picture element and permitting a reconstruction processor to add the conversion picture element to a prediction picture element to obtain a reconstruction picture element, and permitting a down sampler to decimate the reconstruction picture element to generate a reconstructed video which is stored in a frame buffer and is down-converted. SOLUTION: An encoding video bit stream 201 is decoded at first by a syntax parser and a variable length decoding means 210. An inverse quantizer 220 is connected to the syntax parser and the variable length decoding means 210 and a variable length decoding counting 211 is not quantized. A frame buffer 290 stores a down-converted video. An up sampler 260 retrieves a down- converted video picture element or is interpolated for generating a picture element 261 which is up-sampled for an inverse movement compensation means 270. The inverse movement interpolation means 270 obtains a predicted picture element 271, based on the picture element 261 which is up-sampled.
