SOLUTION: An operation state recognition section 80 recognizes the excitation time and the numbers of operations of the units in the storage case of a sanitary washing device and stores the results on a usage history record table RT. A useful state judgment section 82 compares the values stored on the usage history record table RT with the useful excitation time and the values of the numbers of useful operations of the units stored on a junk table HT and a new item table ST and judges the degree of wear of the units. A recycle method determination section 85 determines the recycle method of a sanitary washing device based on the judged results, and a disassembly method procedure determination section 86 determines the disassembly procedures of the sanitary washing device according to the recycle method.
