Disclosed is a laminate containing an active substance for transdermal systems, comprising an active substance embedding consisting of a hydrophilic noncross-linked polymer, an active substance embedded in said polymer and a polymeric adhesive matrix, in which said active substance embedding is placed. The inventive laminates containing an active substance have a high content of active substances and effect a high active substance flux throughout the skin.
