PROBLEM TO BE SOLVED: To prevent the setting of piles by thermal press or the cut of a base cloth in the manufacture by forming a primary cloth from a cloth consisting of a nonwoven fabric base material and a cotton part needle-punched therein. SOLUTION: A primary base cloth 2 is formed of a cloth consisting of a base material of a nonwoven fabric part 4 and a cotton part 3 needle-punched therein. Namely, the cotton part 3 consisting of a filament yarn or staple yarn is needle-punched into the base material of the nonwoven fabric part 4 consisting of a filament yarn or staple yarn to form the primary base cloth 2. As the material of the filament yarn, for example, polyester or polyethylene terephthalate is preferably used. As the staple yarn, also, the same material as the filament yarn can be used. Both the yarns may be combined together. As the filament yarn or staple yarn to be needle-punched in the cotton part 3, polyester or polypropylene is used. Accordingly, the cut of the base cloth during the manufacturing process or the leakage of piles in thermal press can be prevented.
