PROBLEM TO BE SOLVED: To suppress the characteristics deterioration due to high humidity loading tests, etc., by adding a nitro compd. to a conductive polymer layer and/or electrolyte. SOLUTION: A conductive polymer layer formed on a roll-type capacitor element 7, and the element 7 is impregnated with an electrolyte, wherein a nitro compd. is added to the polymer layer or the electrolyte or may be added to both. The element 7 is formed by rolling up an anodized foil 1 and a counter cathode foil 2 via a separator 3. The nitro compd. uses an aromatic nitro compd. To form the polymer layer in the element 7, the element 7 is impregnated with a monomer to be oxidation-polymerized into a polymer such as pyrrole, thiophene, furan, aniline or deriv. thereof and soaked in a water soln. contg. an oxidizer for oxidation-polymerization.
