PROBLEM TO BE SOLVED: To make detectable a three-dimensional motion with high accuracy by detecting the motion in plane direction for every similar small area between continuously obtained distance images and detecting the motion in the depth direction between the similar small areas by calculating depth information for every small area. SOLUTION: A plane direction motion detecting part 5 detects the motion in the plane direction for every block image between a distance image stored in an image storage part 2 and a distance image acquired by an image acquiring part 1. A distance value calculating part 6 calculates the depth information (distance value) of the block image. A depth direction motion detecting part 7 detects the motion in the depth direction on the basis of the value, which is calculated by the distance value calculating part 6, of the distance between the block image of moving source in the plane direction estimated on the basis of the motion in the plane direction detected by the plane direction motion detecting part 5 and the block image of the moving destination. Then, a motion recognizing part 8 recognizes the motion while referring to the detected plane direction motion information and depth direction motion information and a template 9.
