PROBLEM TO BE SOLVED: To produce a hydrochloride of an amino acid and a high-purity alkali at the same time by utilizing the electrodialytic splitting of water. SOLUTION: A stack using a three-comparment electrodialytic cell in the process is used to produce a hydrochloride of an amino acid and an alkali. A bipolar membrane, a cation-exchange membrane and an anion-exchange membrane are used in the electrodialytic cell, and the membranes are arranged to form an acid compartment, a base compartment and a salt compartment. At the start of the process operation, a salt soln. is supplied to the salt compartment, water to the base compartment and a soln. contg. an amino acid to the acid compartment. In this case, sodium chloride, potassium chloride or lithium chloride is preferably supplied as the salt. The salt soln. is converted by applying a DC current to the cell to impart a driving force, and the alkali is formed in the base compartment and the hydrochloride of the amino acid in the acid compartment. The acid, alkali soln. and waste salt soln. are discharged from the respective compartments. A chelating agent can be added to the salt soln. before being supplied to the electrodialytic cell.
