PROBLEM TO BE SOLVED: To realize a voice-detecting device which is less susceptible to noise level and capable of stably detecting a voice zone in an input signal. SOLUTION: A noise level computing part 11 computers the level of noise in an input signal, and a threshold computing part 12 computes a power threshold coresponding to the noise level, voice detecting parameter thresholds, and a voice starting point correcting parameter. A detection parameter computing part 13 computes the voice detection parameters such as standard deviation of power, and a voice starting point detecting part 14 detects a voice-starting point. A voice starting point correcting part 15 corrects for the voice-starting point by using the voice starting point correcting parameter. A voice-detecting part 16 detects a voice zone with regard to input signals on and after the corrected voice starting point by using the voice detecting parameter threshold and the voice detection parameters. |
