PROBLEM TO BE SOLVED: To provide a memory managing device for imposing penalty on the previous user, who left image data stored in a memory means. SOLUTION: A use coefficient (a), corresponding to a memory time zone in which image data are stored in a memory 30, a using coefficient(b) corresponding to a memory capacity when the image data occupy the memory 30, and a time count value T corresponding to a time in which the image data are recorded and held are calculated by fixed processing. Then, memory frequency is calculated as the use coefficient (a)×a use coefficient B×a timer count value T, and the charge for use is calculated by multiplying this memory frequency with a charge coefficient H. Thus, the charge for use is imposed as penalty on a user, who occupies the memory 304.
