PROBLEM TO BE SOLVED: To prevent a center pad from looseness without any interference with its slidability. SOLUTION: The inner-periphery surface 10 of a cylindrical insulator 9 fitted onto respective pin member inserting parts of a horn plate 8 inserted into upper and lower pin members 6, 7 is formed into an arc shape in its cross section in its axial direction. The pin members 6, 7 and the insulator 9 can be brought into point contact with each other to reduce sliding resistance, and a diametrical clearance between the inner-periphery surface of the insulator 9 and the pin members 6, 7 can be reduced as much as possible without any interference with slidability, thus it is possible to restrain occurrence of looseness in a center pad.
