PROBLEM TO BE SOLVED: To improve the buoyancy, heat retaining properties and air permeability of a sheet by a method wherein the sheet suitable for clothes for fishing or the like is formed from an air permeable buoyant body, waterproof air permeable films integrally provided on both the sides of the air permeable buoyant body and air permeable protective cloths integrally provided outside the waterproof air permeable films. SOLUTION: A sheet for a floating, heat insulating and heat retaining working wear is formed by respectively bonding an air permeable buoyant body 12, waterproof air permeable films 20 and air permeable protective cloths 30 having distances between them. In the buoyant body 12, gaps, through which air can pass, are ensured. The waterproof air permeable films 20 are employed, when piled up, and no flexibility of the films 20 is impaired. As the waterproof air permeable film 20, a polyester-based thermoplastic elastomer resin is used by being extruded by a T-die extrusion method into a perfectly waterproof and non-porous membrane film excellent in water vapor permeating performance. To promote the bonding between the air permeable buoyant body 12 and the waterproof air permeable film 20 a hot melt non-woven fabric 22 is interposed between them.
