PURPOSE: A vehicle bumper lifting device is provided to prevent a small vehicle from being pushed under a large vehicle at a collision by adjusting the height of a bumper according to the bumper height of the surrounding vehicle. CONSTITUTION: Detecting units(1) mounted in the lower parts of the front and the back of a vehicle detect a number plate(210) of the preceding vehicle, and apply the detected signal to an electronic control unit(E). The electronic control unit detects the bumper height of the number plate detected vehicle. The electronic control unit detects the height of a bumper(200) in the preceding or following vehicle, and adjusts the height of a bumper(2) by a lifting unit(10) moving the bumper up and down to correspond to the height of the preceding vehicle bumper. The lifting unit controls hydraulic pressure from a hydraulic tank(110) by the electronic control unit. A lifting cylinder(11) lifted by the hydraulic pressure turns a rotating unit(4) hinge-combined with a vehicle body(100) to lift the bumper fixed in the end.
