PROBLEM TO BE SOLVED: To provide a technology to reduce power consumption in a PLL changeover mode. SOLUTION: A PLL changeover control circuit 124 is provided with a 2nd control means that restores a transition state of PLL changeover control by a 1st control means to an original state in the case that a stop condition of PLL changeover holds before an output clock signal of a PLL circuit is selected by a selection means. Since this can exclude the possibility of useless PLL changeover, the power consumption in the PLL changeover mode can be reduced.
