PROBLEM TO BE SOLVED: To obtain a binder composition which has a low viscosity at a low temperature and can thermally increase the viscosity to form a strong gel by adding a water-soluble polymer to a combination of a temperature-sensitive gelling agent with a latex not forming an ion complex. SOLUTION: This binder composition comprises (A) a nonionic resin latex having an aqueous phase emulsifier content of <=0.01 mmol/g (resin), (B) a temperature-sensitive gelling agent, and (C) a water-soluble polymer. The component A is preferably a resin latex obtained by an emulsion polymerization using a nonionic emulsifier having a radically polymerizable group. The component B is preferably, for example, an anionic temperature-sensitive gelling agent comprising a copolymer consisting essentially of a polyoxyalkylenemonool mono(meth)acrylate, an anionic group-having vinylic monomer, etc. A component A:B solid content weight ratio is preferably 70:30 to 99.99:0.01, and a component (A+B):C solid content weight ratio is preferably 35:65 to 90:10.
