PROBLEM TO BE SOLVED: To provide a producing method of ozone water and a compact and inexpensive device capable of making ozone concentration high in flowing water. SOLUTION: An inner pipe 1, which has fine holes 3 on the pipe wall and is formed by winding a coil 4 for making AC negative ion current flow around the outside pipe wall, is provided in an outer pipe 2. Gas containing ozone to a space 5 formed between the inner and the outer pipe and water to the inside of the inner pipe are supplied to flow. Negative ion current flows through the coil 4, and ozone flowing in water through the fine holes 3 is dissolved in water while being negatively ionized.
