PROBLEM TO BE SOLVED: To form a protective layer without breakage of a hard pipe to be buried on the sea bottom, etc., even by input of macadam to the inside of a drilled groove after burying of the hard pipe. SOLUTION: An anticorrosive layer 3 is formed on an outer surface of a pipe 1 made of a hard material, and a reinforcing layer 4 having elasticity is formed on an outer surface of the anticorrosive layer 3. A reinforcing material of a metal wire, a synthetic resin wire, synthetic fiber filament, etc., is arranged in the inside of the reinforcing layer 4. Additionally, a plural number of elastic layers are formed on the outer surface of the pipe 1 made of the hard material, and one layer of the elastic layers is made a reinforcing layer with high tenacity. The reinforcing layer with high tenacity is arranged on the extremely outer layer of the elastic layers or on both of the extremely outer and inner layers of the elastic layers.
