PROBLEM TO BE SOLVED: To ensure a stable energy damping effect over a long period of time by fixing base plates to both bottom surfaces of a cylindrical body made of rubber elastic material having a mounting hole in the axial direction, mounting a lead rod with a protrusive part at its one end into the mounting hole, and fixing the rod 3 to only one of the base plates. SOLUTION: A cylindrical body 1 is made of rubber elastic material having a mounting hole la for a lead rod 3 in the axial direction, and has at its opposite base surfaces steel base plates 2, 2 fixed thereto by the valcanization bonding or another connection means. In the hole la, a led rod 3 is fitted which has a protrusive portion 3a of a truncated cone shape or another arbitral shape, at its lengthwise end. The rod 3 is fixed to only one of the plates 2 at the protrusive portion 3a by welding or the like. Since an inner wall of the body 1 made of rubber elastic material is in contact with the major part of the rod 3, the rod 3 can be used over a long period of time without generation of damage in its surface while it is repeatedly plastically deformed.
