PROBLEM TO BE SOLVED: To easily draw out a wheel part of a wheel from a cylinder and to produce it at a low cost even after long term use by externally fitting a synthetic resin sleeve in the outer end of a rotation side member around the cylinder freely inserted in a circular hole concentrically provided in the center of wheel. SOLUTION: A hub 6 or a rotating member constituted of a hub body 4 and an inner ring 5 is arranged concentric to an outer ring 1 in the inside diameter side of the outer ring 1. A flange part 12 and a cylinder part 13 concentric to the hub body 4 are provided in the outer circumferential face toward the outside of the hub body 4 and in the outer end face respectively. A brake component 15 and a wheel part 16 constituting a wheel are externally fitted around the cylinder part 13 via a synthetic resin sleeve 14 and fixedly connected together by a plurality of studs 17 and nuts 18. This constitution prevents the internal circumferential face of a circular hole provided in the center of the wheel part and the outer circumference of the sleeve 14 from being rusted despite of long term use and can easily draw out the wheel part 16 of the wheel from the cylinder part 13.
