PROBLEM TO BE SOLVED: To provide a production process and a production machine for inorganic stable fiber felt that can contribute to fiber damages caused by yarn opening with a garnet and by yarn entangling by needle punching. SOLUTION: In a yarn opening process, a combination of a fiber-opening bar 8 according to the present invention with a cylinder is used instead of a garnet roller card machine, and fibers are entangled by an air-punching process instead of a needle-punching process and thereby damage to the fibers is inhibited.
