PROBLEM TO BE SOLVED: To provide a handoff between two different generations of a CDMA system. SOLUTION: As a mobile station move from one generation 121 to the other generation 141 of a network, current service to the mobile station is forcibly cut off by a hard handoff before the service is re-established on the network of the other generation. In this invention, the standard message structure proposed in IS.2000 is corrected for a forward link and a smooth shift of service when the mobile station moves from one service area (i.e., 2G) to the other service area (i.e., 3G) is enabled by SHO, i.e., a 'make-before-break' system.
