PROBLEM TO BE SOLVED: To provide a door latch device for garbage disposal facilities or the like having a simplified and durable structure capable of eliminating illegal access to the disposal facilities or the like by somebody other than the related people, and of achieving excellent operability. SOLUTION: A drive arm part 10 of an operation lever 9 pivotally installed on a shaft bearing plate part 7 is applied to a passive wall part 11 of a latch 5, a stopper 14 engaged with a passive arm part 13 of the operation lever 9 is provided on a slider 12 which is energized by a spring, and a card type lock unit 16 is fixed on the front surface side of a fixed case 2. On a key card 17, a key protruded part 18 to push the slider 12, a key step part 19 to push the passive arm part 13 of the operation lever 9, and an escape groove part 22 for an obstacle pin 21 in a key hole 20 are provided, a spring-energized lock ball 24 is contained in a receiving hole opened in the key hole 20, and a lock hole 23 in which the lock ball 24 is detachably engaged is provided in the key card 17.
