PROBLEM TO BE SOLVED: To provide a multiple bus controller, etc., which attains the communication between versatile modules and also can be applied to the access control using a signal that has directional propagation property. SOLUTION: Each of plural modules 51 sends communication request information to a multiple bus controller 50 to designate one or more modules of the opposite party of communication and accordingly gives a communication request to the controller 50. The controller 50 confirms the idle state of a communication module and an idle channel 501 of a multiple bus 501 based on the received communication request information and permits the communication between the module which sent the communication request information by means of an idle channel and the module of the opposite party which is designated by the communication request information.
