PROBLEM TO BE SOLVED: To certainly execute down transmission power control and the update of reference quality at each base station by narrowing the control width of the down transmission power control based on a control error when a receiving state at the time of soft band-over is deteriorated. SOLUTION: An actual receiving level is compared with up transmission power information by a control error measuring part 3, and a control error at an up transmission power control part 5 is measured. A transmission power control managing part 4 operates the setting of reception reference quality for the up transmission power controlling part 5 based on the up transmission power control error. That is, when the control error is large, the update of the reference quality is delayed or stopped. Also, when a control error is large in the control range of the down transmission power control in a down transmission power controlling part 6, it is judged that down transmission power control information included in the up received data is not capable of controlling a different base station, or that the down transmission power control information can not be normally received (at the time of soft hand-over), and the width of the down transmission power control is narrowed so that the down transmission power can be stabilized.
