PROBLEM TO BE SOLVED: To provide technology which generates a more accurate FT(fault tree). SOLUTION: When a given graph includes layers, a layer setting part 13 divides the graph for each of the layers. An FT conversion part 14 generates events for each of the layers of the graph according to respective nodes and respective edges and generate partial FTs from the generated events. An FT combination part 16 combines the partial FTs generated for each of the layers according to the structure of the layers to generate a basic FT chart as the FT corresponding to the whole graph. An event input part 15 complements the basic FG chart generated by the FT combination part 16. An arithmetic part 18 calculates the degree of nonreliableness as to the top event at the top of the basic FT chart according to probability for each of the event.
