PURPOSE: A device and a method are provided to automatically turn off an air conditioner when a vehicle is on a steep slope and to turn on the air conditioner when the vehicle is out of the steep slope. CONSTITUTION: An engine controller(11) examines a climate condition with an outer temperature signal from a temperature sensor(61) and examines if a road is an uphill road with the tilt degree from a tilt sensor(60). Also the controller examines engine(30) load, a gear(35) and traveling velocity from a power delivering controller(50) and examines engine temperature by cooling water temperature from a cooling water sensor(31). When deciding that the engine is overloaded according to the result of the examinations, the controller sends an engine off signal to an air conditioner controller(12). When the engine off signal is received, the controller stops to operate and when the signal is not received, the controller examines if the overload is released.
