PROBLEM TO BE SOLVED: To effectively utilize a PHS slave unit as a mobile terminal and a cordless slave unit in an original use shape by notifying an exchange network of incoming call reject when the PHS slave unit is not detected when the exchange network signals an incoming call by a telephone number transmission operation of a calling side customer owned and maintained base station. SOLUTION: When a corresponding public base station due to position registration information decides that a PHS slave unit 5 exists outside the area when a telephone number transmission operation of the PHS slave unit 5 is performed, an incoming call based on the transmission operation is transferred to a customer owned and maintained base station 1. Meanwhile, when absence setting is performed in the station 1 or when the station 1 can not detect the unit 5, the incoming call based on the transmission operation is transferred to a corresponding public base station based on the position registration information. Thus, the PHS slave unit can be utilized as a mobile terminal through a public base station when being out and also as a cordless unit through the customer owned and maintained base station when being at home.
