PROBLEM TO BE SOLVED: To reduce power consumption, costs, and noises from fan by improving heat exchange efficiency for greater cooling and heating performance. SOLUTION: A refrigerating and heating cabinet 1 is provided with a heat insulating tank 11 and a Peltier element 12. The heat insulating tank 11 can be selectively used as a refrigerator and as a heating cabinet by changing the status of energization of the Peltier element 12. In this cabinet, a heat exchange passageway 33 is provided through which chilled air and heated air are fed from an on-board air-conditioning unit to an outer layer of the Peltier element 12.
