PROBLEM TO BE SOLVED: To suppress the wear of a washer part of a resin washer without damaging the damping force to be generated from a sliding part by setting the coefficient of friction between a slip off preventive plate and at least one part of the resin washer to be smaller than the coefficient of friction between the sliding part and a shaft part of a fixed member. SOLUTION: As a rotary member 2 is rotated, a sliding friction is generated between a front plate 13 on the fixed side and a thrust washer 14 on the rotating side. The front plate 13 is surface-treated by a resin film 13a containing FTPE, and the coefficient of friction between the washer part of the thrust washer 14 and the front plate is smaller than the coefficient of friction between a block part 21 and a shaft part 1a of a fixed member 1. Thus, the advancement of the wear of the washer part through the sliding friction with the front plate 13 is suppressed on the whole. On the other hand, the damping force to be generated by the block part 21 is not damaged.
