PROBLEM TO BE SOLVED: To produce slag provided with optional composition and formation by adpisting components by previously adding the element material corresponding to the property of incinerated ash and fly ash at a component adjustment stage before the slag forming stage by fusion and also optionally controlling cooling speed in accordance with the component at a slag solidifying stage. SOLUTION: At a pretreating device 1, the component is adjusted by suitably adding singular or plural element materials in accordance with the property of the incinerated ash and the fly ash generated by subjecting municipal waste to incinerating treatment at an incinerator. For example, when the crystalline material capable of obtaining high hardness is required, the conversion to the crystalline material is facilitated by increasing the component by adding either aluminum or magnesium. The incinerated ash and the fly ash whose component is regulated at the component adjustment stage are fused for example at the inside of a direct current electrical resistance type melting furnace 2 to form fused slag. The fused slag is taken out from the melting furnace 2 and also solidified at a slag production device 3 by cooling by a prescribed cooling speed in accordance with the component adjusted at the component adjustment stage.
