PROBLEM TO BE SOLVED: To provide a cap opening and closing device which surely maintains the closing state of a cap. SOLUTION: A holding means comprises a planar base 16, a pair of fulcrum shafts 18A and 18B erected at this base 16, a pair of sliding plates 20 and 30 inserted and supported with the fulcrum shaft 18A and 18B, springs 40 and 42 for urging the sliding plates 20 and 30 and a gear 40 held between gear parts 22 and 32 formed at the sliding plates 20 and 30. When the cap 12 is closed, the sliding plates move to hold and lock the locking part 14B formed at the cap by the holding parts 26 and 36 formed at the sliding plates. Then, the constitution to hold the locking part by the holding parts of a pair of the sliding plates is adopted and, therefore, the closing state of the cap may be surely maintained. In addition, the looseness of the cap at the time of closing is prevented by the component of force on the locking parts 14B and the biasing of the cap with respect to the device body is prevented.
