PROBLEM TO BE SOLVED: To reliably seal a clearance and highly accurately assemble both end faces of a pipe body with faces of a fastening ring by providing a seal member for sealing the clearance between the fastening ring and the pipe body. SOLUTION: A cylindrical tube 12 is provided on an outer periphery of a pipe body 11 made of ceramic. A screw part 13 is provided respectively at both ends of the cylindrical tube 12. A fastening ring 14 is threaded with the screw parts 13 respectively. A housing 2 has one end welded to an end of a fastening ring 14 and the other end welded to an end of another fastening ring 14. A seal member 15 is provided respectively at joints between the fastening rings 14 and the pipe body 11 for sealing clearance between the fastening rings 14 and the pipe body 11. The fastening ring 14 is screwed into the cylindrical tube 12 and an epoxy resin or the like is potted 7, thereby completely fixing the pipe body 11 to the housing 2. Thus a high temperature furnace or the like is not needed, thereby reducing a manufacturing cost.
