PROBLEM TO BE SOLVED: To provide a transmission belt excellent in a durability and an elastmer composition excellent in a machinability for constituting the transmission belt which can prevent occurrence of adhesive wear, consequently restrain occurrence of a noise at the belt running time. SOLUTION: This is a bottom rubber layer consisting of an elastmer. In a taper wear test, when the weight change is made to X mg at the using time of the sand paper (C1500) of a grain degree of 10μm to the partner material at a load of 500 g and a number of shift times of 500 and the area contacting of the partner material with the rubber surface of the belt is made to Y cm2, the bottom rubber layer satisfying the relation, X/T>=2.5 is provided.
