SUBSTANCE: invention relates to environment protection and can be, in particular, used in controlling dust and gas pollution of atmosphere, pollution of water reservoirs with chemical elements, and also to restoration of natural landscape of damaged areas. Waste grounds, especially those with household waste, are covered by way of filling, layer-to-layer leveling, compaction, and surfacing with coal ashes. According to invention, before compaction and surfacing of upper layer (ashes), the latter is covered by weight uniform layer of compacted activated sludge, which is mixed with ashes (e.g. by milling).
