PROBLEM TO BE SOLVED: To securely protect a blade part of a cutter blade in a cutter and a printer with the cutter. SOLUTION: This cutter is constituted in such a way that a fixed blade 51 is supported on a fixed blade support frame 6 attached to a main body frame 2 so as to open and close freely so that the fixed blade 51 can move by a pressing force of a compression coil spring 54. A blade cover 55 for protecting a blade part 51a of the fixed blade 51 is fixed on the fixed blade support frame 6. When the fixed blade support frame 6 is opened, the engagement of engaging parts 51b, 51c of the fixed blade 51 and a contact part of a cutter frame 3 is released so that a part or the whole of the blade part 51a of the fixed blade 51 is shielded by a shielding part 55b of the blade cover 55.
