PROBLEM TO BE SOLVED: To obtain a radar signal processing apparatus which calculates an optimum synthetic aperture time by analyzing a spread of a Doppler frequency of a target based on a size of the target, and forms an image of a mobile target without rotation with a desired resolution. SOLUTION: A target size-estimating device 9 for estimating a size of a target and a target motion-analyzing/processing device 10 for analyzing the presence/absence of a rotational motion of the target are set to analyze a spread of a Doppler frequency of the target. When the Doppler frequency of the target spreads small, the target is judged not to rotate, and a synthetic aperture time- calculating device 11 sets a synthetic aperture time optimum to meet a distance to the target and a velocity of the machine. The target is resolved with a high resolution in a cross range direction by a motion of the machine.
