PROBLEM TO BE SOLVED: To provide a room temp. glass coating insulating paper easy to process and having high electric characteristics including dielectric breakdown strength and surface resistivity by impregnating a paper material with a glass coating agent or applying the latter to the former at a room temp. SOLUTION: A room temp. glass coating insulating paper 1 is formed by impregnating one surface or both surfaces of a specified paper material 2 with a coating agent consisting of a simple or composite composition of organic metal compound containing halogen ions and boron ions as catalyst required to make oxidation (turn into glass), dissolved in alcohol, and capable of hydrolysis, or otherwise by applying the latter to the former.
