PROBLEM TO BE SOLVED: To remotely monitor an object to be monitored flying over a wide range by remotely monitoring an object to be monitored by a flying object, acquiring the position information of the object to be monitored and grasping abnormality such as robbery, etc., which happens to the object to be monitored. SOLUTION: Software stored in a 2nd memory 35 calculates the threedimensional position of an observable flying object 10 from the three-dimensional position data of an object to be monitored and from an observable angle of visibility preliminarily stored as a parameter and the altitude of the flying object 10. And, if the object 10 is within the range of observation coverage at the point of time when the object 10 reaches a flying target, image pickup angle calculation is performed, the visual field of an image picking up part 11a is indicated to a visual field changing machine 12, and image information obtained by such a manner that the part 11a picks up the object to be monitored is sent to an earth station 33. The station 33 combines what is extracted from road map data stored in a 1st memory 34 with image pickup data based on the three-dimensional coordinates of the object to be monitored and shows them on a 1st displaying part 42, and a monitor looks at the information and remotely monitors.
