PROBLEM TO BE SOLVED: To convert image data which are encrypted, when converting the image data in a FlashPix (R) format. SOLUTION: The sequence of arrangement of tiles with addresses (0, 0), (1, 0) to (4, 3) (5, 3) from the upper left corner to the lower right corner of an original image is rearranged for encrypted image data 206 in accordance with a prescribed rearrangement rule. A binary pattern '11011011' denoting a random number consisting of 1s and 0s for the rearrangement rule is described in a non-image area. When the image data 206 are decoded, the described rearrangement rule is read and the addresses are rearranged into the original sequence based thereon.
