A rail insulator (3), for use with a steel railway sleeper (1), which includ es an opening for receiving a shoulder (4), is operatively disposed between a rail (2) and said shoulder (4). The insulator (3) includes a member (11) whi ch operatively extends below a top surface of said sleeper (1) and into said opening (6) so as to lie between the walls of said opening (6) and said shoulder (4) and retain said shoulder (4) in its operative position.
