METHOD FOR ALLOCATING ADAPTIVE DYNAMIC VARIABLE BIT IN AUDIO ENCODING

PROBLEM TO BE SOLVED: To largely improve encoding efficiency by giving a step for encoding a quantized frequency component by a fixed length or variable length and a step for packing an encoded bit to a bit stream. SOLUTION: Fixed length encoding or variable length encoding is selected in accordance with an initial quantization step generated in a step 31 (S32). When fixed length encoding is selected, a fixed bit allocation system is continued (S33). When it is not, a variable bit allocating system is continued (S34). The frequency components of a unit are quantized by using a final quantization step outputted from a step 35 (S36). The quantized frequency components are encoded by using fixed length encoding or variable length encoding and the encoded bit is packed to a bit stream (S37).
