PROBLEM TO BE SOLVED: To prevent the generation of electromagnetic waves due to the induction of AC power or the voltage drop of a rectifying circuit element. SOLUTION: This circuit is constituted, including a rectifying circuit 100, which converts AC power applied to an input end into DC power and outputs it, and grounding potential discriminating connecting means 211, 212, 213a, and 213b which are connected between the AC power to be inputted into the rectifying circuit 100 and the DC power outputted from the rectifying circuit 100 and connect one terminal of the DC power source to the power cable when a power cable having grounding potential exists among the power cables of the AC power source and connect one terminal of the DC power source to the virtual grounding potential point having the earth grounding potential being made by utilizing the power cable of the AC power source, when the power cable having earth grounding potential is not present among the power cables of the AC power source.
