PROBLEM TO BE SOLVED: To automatically output a net list in a short time by performing an input by using a buffer that does not depend on technology when logical design is performed and substituting a buffer peculiar to the technology of each company to output it when outputted. SOLUTION: The person in charge of design inputs a buffer name that does not depend on a preliminarily prepared technology when logical design is prepared. A common net list is generated in this way and is stored in a storing part 25. The person in charge of design selects a manufacturer to be outputted among respective manufacturers and instructs it to a manufacturer selecting part 21. A library reading part 23 reads each company buffer library 22 storing a buffer name peculiar to the technology of each company while associating it with a buffer kind. A buffer converting part 24 converts the buffer name of the common net list stored in the part 25 into the buffer peculiar to the technology of the selected manufacturer. A data converting part 20 outputs a net list 30 for the manufacturer using the buffer.
