PROBLEM TO BE SOLVED: To increase the through soil pull-out resistance of a resin-reinforced net by boring crosswise and vertically arranged hole sections, forming projecting sections to non-boring sections by press working and extending the projecting sections in the vertical direction. SOLUTION: Rectangular holes are disposed and bored crosswise and vertically to a sheet made of polyethylene. Projections are formed simultaneously to non-boring sections held by the boring-section holes by press working at a right angle in the extending direction. In such press working, projecting sections and recessed sections are formed previously between cutters boring the rectangular holes in top and bottom forces with the cutters, and the sheet is deformed plastically by the projecting sections and the recessed sections and the projections 4 are formed and elongated in the longitudinal direction of the rectangular holes, and the resin net 15 for reinforcing a ground is obtained. The holes 5 are composed of the opposed extending sections 5a and non- extending sections. The projections 4 are shaped to the non-extending sections as they are. Accordingly, through soil pull-out resistance is increased extremely, and the projections can be formed effectively on the surface of the resin net being difficult to be bonded in addition to the increase of the pull-out resistance.
