PROBLEM TO BE SOLVED: To obtain a liquid crystal(LC) optical modulation device and its manufacturing method capable of easily and efficiently sealing an LC component between substrates. SOLUTION: In an LC display device 10, an LC component 4 put on the 1st substrate 1a is sealed between both the substrates 1a, 1b in a state spread by the 2nd substrate 1b having flexibility by pressurization from a roller 7 and seal resin 2 is arranged on the peripheral part of these devices 1a, 1b. A gap between the substrates 1a, 1b is held by spherical spacers 3 or resin structures.
