EFFECTIVE DOWN CONVERSION SYSTEM FOR 2:1 DECIMATION OF VIDEO SIGNAL

PURPOSE: An effective down conversion system for 2: 1 decimation of a video signal is provided to convert or format an encoded high resolution video signal, e.g MPEG-2 encoded video signals, to a decoded lower resolution output video signal, and more specifically to a 2: 1 down conversion system for the decoder. CONSTITUTION: An HDTV(High Definition Television ) down conversion system includes an apparatus to form a 2: 1 down-converted video signal of low resolution from an encoded video signal. The encoded video signal is a frequency domain transformed high resolution video signal with motion prediction. The apparatus includes a receiver to receive the encoded video signal as a plurality of frequency-domain video coefficient values. A down conversion filter weights and receives the frequency-domain video coefficient value of high resolution to form a set of low pass frequency-domain video coefficients. An inverse-transform processor transforms the set of frequency-domain video coefficients to one set of pixel values. An averaging filter transforms the set of frequency-domain video coefficients into a set of pixel values. An averaging filter transforms selected one of the pixel values in the set of pixel values into averaged pixel values. A decimating processor deletes selected one of the set of pixel values to provide the low resolution video signal.
