PURPOSE: An integrated circuit for controlling a protocol is provided to reduce a designing and a developing processes of various devices, to reduce the number of certifying processes by a certifying agency, to improve the reliability and to embody the high efficiency of security. CONSTITUTION: An integrated circuit for controlling a protocol comprises of by integrating a processing unit(1), a memory unit(2) and an interface circuit(3) on a single chip(4). The memory unit(2) contains a control program(5) written corresponding to plural different typed protocols for electronic bill and the processing unit(1) controls the handling of plural different typed electronic bills by operating the control program(5) memorized in the memory unit(2). A medium control circuit(6) is controlled by the control unit(1) and the control program(5), and performs the control of a portable medium containing the electronic bill. And outer contacting terminals of the memory unit(2) and the integrated circuit(10) are isolated logically and the control program(5) is contained in the memory unit(2) in the produced point of the integrated circuit(10).
