PROBLEM TO BE SOLVED: To reflect the light from the entire part of a handle rod body in the nighttime, etc., and to prevent an automobile accident, etc., by forming a light reflection surface and a translucent synthetic resin layer on a rugged line peripheral surface part consisting of peak parts and valley parts. SOLUTION: The rugged line peripheral surface part 2 consists of the peak parts (a) and valley parts (b) in cross section formed continuously on the outer periphery of the handle rod body 1. The reflective or light emitting light reflection surface 3 is formed by uniformly applying a chromatic or colorless fluorescent coating material on the surface of the rugged line peripheral surface part 2 by a coating application means. The translucent synthetic resin layer 4 is formed to a circular shape in cross section on the outer periphery of the handle rod body 1 by coating the body from the surface of the light reflection surface 3. The internal chromatic or colorless light reflection surface 3 is made see-through by the translucent synthetic resin layer 4 on the outside surface. A luxurious feel is given to a user and at the time of use in nighttime, the light, such as the head light of automobiles, arrive at the light reflection surface 3 through the translucent synthetic resin layer 4 and the reflected light again passes the translucent synthetic resin layer 4 and scatters over a wide range, such as forward and lateral directions, from the entire area of the handle rod body 1.
