PROBLEM TO BE SOLVED: To restrain the effect of floating particles, harmful gas, and leak ions in air on dust by giving electric charges to particles floating in the air in a charged part and generating plasma columns in which particles of both minus ions and plus ions are present at the same time in the charged part. SOLUTION: By applying a AC high voltage power source 13 to particles floating in the air in a silent electrical discharge type charged part 10, a lot of plasma columns 30 in which minus ions and plus ions are present at the same time are made in a state in which they are repeatedly generated and dissipated in parallel. In this state, into a space of the charged part in which the plasma columns 30 are present, air containing smoke dust particles 40 is made to flow. The smoke dust particles 40 slip out of the space of the charged part 10 in a state of positively or negatively charged particles 50 while they pass through the plasma columns 30. In this way, not only the floating particles 40 but also harmful gas containing gas components can be removed.
