PROBLEM TO BE SOLVED: To provide a binding machine and a clip-severing method which prevent a burr from catching a finger and giving unpleasantness. SOLUTION: In a binding machine, the bag mouth of a bag to be bound is positioned in a binding part formed in a binding-machine main body, the foremost clip 101A of a clip band 100 formed of U-shaped, sheet-like clips connected in a straight line is fed to the binding part and also severed from the clip band 100, and the bag mouth is bitten into the severed clip 101. Also, both side legs of the chip 101 are crossed and overlapped and part of the overlapped part is dowelingly caulked, thereby binding the bag mouth. The binding machine is provided with a pressing projection 54, which holds down the second clip 101B of the clip band 100 when the foremost clip 101A is severed from the clip band 100.
